Exactly, and that is the point. What the Government have done is set up a legislative Aunt Sally.

They will have in place reasonable procedures to prevent people from acting on their behalf and unjustly benefiting their own companies and

I am grateful. The Minister is right to cite the SFO, but he knows that the threshold the SFO applies is very high.
